Mok Chek Hou to feedback residents problem with CIQ noise pollution

29/11/2008 THE Sultan of Johor is expected to open the much-awaited RM1.3 billion new Customs, Immigration and Quarantine complex in Bukit Chagar on Monday. State Local Government, Housing, Works and Public Amenities Committee chairman Datuk Ahmad Zahri Jamil said the public could use the complex after the opening ceremony by Sultan Iskandar. Ahmad Zahri said some government agencies had already conducted dry runs at the complex since four months ago. The complex will be the main gateway for those entering and leaving the country from Johor Baru to Singapore. Mok Chek Hou (BN-Stulang) had enquired whether the state government could put up the wall barriers to shield nearby residents living in Jalan Quek Keng Kong off Jalan Ah Siang. The residents had claimed that they were forced to put up with the noise caused by large lorries heading to the CIQ complex. Responding to a supplementary question on the concern expressed by residents in the area about noise pollution from the complex, Ahmad Zahri assured that such problems would not arise. He said the project's consulting engineers had explained that the sound-proof wall barriers, used to shield noise from the access road, were unnecessary.

2008-11-17 彩虹花園士蘭邦路雙層樓房宅地段獲准轉型為商業區后,政府隨計劃規劃更多泊車位,乍聽下是喜訊,業者卻認為有利自有弊!馬華士都蘭區州議員莫澤浩早前在柔州議會指出,市政局已將彩虹花園士蘭邦路的雙層樓住家,列為商業發展區,並同意在明年預算案撥出30萬令吉,將路肩改為泊車位。

吸引更多消費者對此,《中國報》特走訪士蘭邦路上原有及“新晉”的住家商業區,有商家對政策表示歡迎的同時,也擔心規劃出新泊車位后,或只利于歷史較悠久的原有商業路段店面,因當地泊車位經常不足。其中,部分住家式商店業者受詢時說,若泊車位增加,當地已轉為商業區的“特征”將更顯著,而在擁有足夠泊車位下,有助吸引更多消費人前往。也有業者說,現階段,當地商家皆有自己安排給顧客的泊車位,故未面臨泊車位嚴重不足問題,但仍對上述措施無任歡迎。“有更多泊車位當然是好事,也提供顧客更多便利。”然而,卻有業者認為,住宅式商店街對面,就是熱鬧且歷史永久的商業區,因此,擔心規劃出更多泊車位后,反“吸引”欲到對面消費的駕駛人士。“如果消費人將車停在店前,反到對面消費,或對我們造成困擾,又不能阻止,不是徒增麻煩?”
另一方面,部分原有商業區業者受詢時認為,住宅式商業街規劃足夠車位后,確實會帶動“正牌”商業街生意及人潮,惟相信“佔用”對面泊車位情況不會出現。“畢竟,兩邊商業區各著寬大道路,相信不會有駕駛人士願意將車停在對面,再步行前來消費,這樣太麻煩。”也有業者認為,政府工程向來宣佈后即遙遙無期,故不想“高興得太早”,一切還需視乎工程是否準時落實。

莫澤浩:工程完成將爭取必備基設士都蘭區州議員莫澤浩指出,一旦士蘭邦路規劃泊車位工程竣工,將繼續爭取其他有必要的建設,如斑馬線等。他說,此計劃被列為明年開跑的計劃,市政局撥出30萬令吉,只用于增設泊車位,其他基本設施則有待逐步爭取。“當局將剷除路肩上的人行道,並規劃成泊車位后,其他如排水系統、環境美化也須提昇。若有必要,我也會建議增設斑馬線等設備,讓消費人方便川行于兩旁的商業區。”另外,莫澤浩說,士蘭邦路雙層住家早在兩年前,已被列為商業地段,但設備卻遲遲不提昇,則難帶動當地商業活動。“儘管現階段,當地住家仍較商家多,但希望逐步規劃,讓此路段轉型成猶如首都孟沙一帶的住家式商業區。”受詢及開闢泊車位計劃會否影響當地住戶,莫澤浩說,當地被列為商業區已成事實,當地住戶日后或許面對“太繁忙”的困擾;但實際上,隨著週邊商業活動增加,當地房價也會飆漲,為他們帶來好處。

Mok Chek Hou briefed on MRCB projects


11/11/2008 Malaysian Resources Corp Bhd’s (MRCB) RM1.3bil Eastern Dispersal Link (EDL) highway project in Johor is scheduled to be completed by the end of 2011 and operational in early 2012, said chief development officer Shaharizuan Shafiei. The 15km highway links the Pandan Interchange at the Tebrau Highway to the North-South Expressway and the new Johor Baru Customs, Immigration and Quarantine (CIQ) complex in Bukit Cagar. Shaharizuan said preliminary construction works had started since August. He said the main activity of the project now was land acquisition, which involved 150 lots of properties in a 28.32ha site within the designated development area. “As of now, we have acquired between 30% and 35% of the total land area and hopefully the land acquisition will finish by June 2009,” Shaharizuan said on Sunday at a company event. He said the RM228mil compensation to the landowners would be borne by MRCB while the construction cost was estimated at RM670mil. Shaharizuan said the although cost of the project had been fixed, MRCB would appeal for the contract to be revised “if the cost goes up due to the increase in prices of raw materials and we cannot bear to proceed with the work.” MRCB has been awarded a 34-year concession period to collect toll at the EDL. Apart from the EDL project, the firm is also building the RM550mil Permai Psychiatric Hospital in Tampoi for the Health Ministry. “We are also eyeing more projects especially within Iskandar Malaysia,” said Shaharizuan.
